FRANKFURT (Reuters) -The German government plans to take a 30% stake in Uniper and will allow the utility to pass on some energy costs to customers as part of a bailout package that sources told Reuters could be finalised this week.

The government also plans to quadruple a credit line to the company via state-owned bank KfW, lifting it to 8 billion euros ($8.2 billion) from 2 billion euros, according to an economy ministry document seen by Reuters.

Reuters earlier reported that Berlin was leaning towards taking a [stake of up to 30%](https://www.financedigest.com/greece-considers-listing-30-stake-in-athens-airport.html "Greece considers listing 30% stake in Athens airport") and that a deal would allow Uniper to pass on soaring prices to customers.

Germany is scrambling to rescue Uniper, which has become a high-profile casualty of an economic standoff between the [West and Russia](https://www.financedigest.com/russia-promises-to-scale-back-ukraine-war-but-west-sceptical.html "Russia promises to scale back Ukraine war but West sceptical"). That standoff has sent gas [prices soaring and raised](https://www.financedigest.com/analysis-to-raise-prices-or-not-consumer-goods-makers-weigh-bets-on-buyer-strength.html "Analysis-To raise prices or not? Consumer goods makers weigh bets on buyer strength") fears of severe energy shortages this winter.

To cover the accumulated losses, a combination of a [capital increase](https://www.financedigest.com/frances-ynsect-to-refocus-bug-business-after-capital-increase.html "France’s Ynsect to refocus bug business after capital increase") with a target federal investment of 30% in Uniper and additional hybrid equity is planned,” the document said.

It was not immediately clear by how much Uniper might be allowed to pass on costs under the rescue deal or what measures the German government could take to shield vulnerable households from a steep [price increase](https://www.financedigest.com/syngenta-4q-profit-falls-as-raw-material-prices-increase.html "Syngenta 4Q profit falls as raw material prices increase").

Chancellor Olaf [Scholz’s government is grappling with how to share](https://www.financedigest.com/germanys-scholz-queen-elizabeth-embodied-the-best-of-europes-shared-inheritance.html "Germany’s Scholz: Queen Elizabeth embodied the best of Europe’s shared inheritance") out the bailout costs. It is in talks with Uniper parent Fortum, majority owned by the Finnish state, which does not want Fortum to contribute more equity.

Uniper declined to comment. A [German government spokesperson said Germany was working](https://www.financedigest.com/low-use-of-shortened-work-hours-points-to-mild-german-recession-ifo.html "Low use of shortened work hours points to mild German recession – Ifo") urgently on a solution but declined to give further detail. The Finnish government did not immediately respond to a request for comment.

In doing so, we are looking for ways to keep price increases for consumers as low as possible,” said Ingrid Nestle, climate protection and [energy spokesperson for the Greens](https://www.financedigest.com/britains-tax-take-risks-blowing-green-energy-off-target.html "Britain’s tax take risks blowing green energy off target"), which are part of the government coalition.

However, it is also [clear that we cannot define away](https://www.financedigest.com/turkey-clears-away-rubble-from-earthquake-rescue-efforts-wind-down.html "Turkey clears away rubble from earthquake, rescue efforts wind down") the eightfold increase in purchase prices for gas.

Details of the bailout are still being discussed and could be [addressed at a meeting with Scholz on Friday](https://www.financedigest.com/britains-new-king-will-address-the-nation-on-friday.html "Britain’s new king will address the nation on Friday"), two people familiar with the negotiations said.

No final deal has been agreed and details could change as [talks between the German and the Finnish](https://www.financedigest.com/finnish-centre-right-eyes-coalition-talks-as-defeated-marin-considers-future.html "Finnish centre-right eyes coalition talks as defeated Marin considers future") governments, Uniper and Fortum continue, the sources said.

A rescue package must be agreed by July 25, when the German utility could face more serious funding [issues as a result of reduced gas supplies](https://www.financedigest.com/uks-j-d-wetherspoon-returns-to-profit-as-supply-issues-ease.html "UK’s J D Wetherspoon returns to profit as supply issues ease") from Russia, the sources added.

Uniper, Germany’s largest importer of Russian gas, is losing cash daily as it is forced to [buy supplies at much higher prices](https://www.financedigest.com/4-for-the-price-of-1-what-you-can-buy-in-the-uks-top-northern-cities-for-the-price-of-a-london-pad.html "4 for the price of 1: What you can buy in the UK’s top northern cities for the price of a London pad") from alternative sources because Gazprom has reduced deliveries.

Germany triggered the “alarm stage” of its emergency gas plan last month but stopped short of allowing utilities to pass on [soaring energy costs](https://www.financedigest.com/amazon-other-retailers-revamp-free-shipping-as-costs-soar.html "Amazon, other retailers revamp ‘free’ shipping as costs soar").

Governments across Europe are closely watching whether Russian gas flows through the [Nord Stream](https://www.financedigest.com/denmark-invites-nord-stream-operator-to-help-salvage-unidentified-object.html "Denmark invites Nord Stream operator to help salvage unidentified object") 1 pipeline will restart on Thursday after scheduled maintenance.

Ukraine and its allies have accused Moscow of using spurious pretexts to [cut gas supplies to Europe](https://www.financedigest.com/tesla-expands-discounts-with-price-cuts-in-europe-singapore-israel.html "Tesla expands discounts with price cuts in Europe, Singapore, Israel") in retaliation for sanctions over Russia’s invasion of Ukraine in February.

[Russia has denied doing so and President Vladimir Putin](https://www.financedigest.com/russias-putin-extends-condolences-to-britain-for-irreparable-loss-of-queen.html "Russia’s Putin extends condolences to Britain for ‘irreparable loss’ of Queen") said Gazprom was ready to fulfil its obligations on gas exports.

Fortum has previously suggested ring-fencing Uniper’s German [business](https://www.financedigest.com/german-businesses-expect-only-mild-recession-as-disruptions-ease.html "German businesses expect only mild recession as disruptions ease") under German government control and last week said that it was largely up to Berlin to find ways to staunch Uniper’s losses.
