WASHINGTON (Reuters) – U.S. and [Russian officials will take part in security talks](https://www.financedigest.com/japan-insurers-in-talks-with-reinsurers-to-resume-coverage-in-russian-waters.html "Japan insurers in talks with reinsurers to resume coverage in Russian waters") on Jan. 10 as the countries confront [rising tensions](https://www.financedigest.com/oil-rises-to-more-than-7-year-high-on-mideast-tensions.html "Oil rises to more than 7-year high on Mideast tensions") over Ukraine, a spokesperson for the Biden administration said on Monday.

Russia and NATO are also likely set for talks on Jan. 12, while a broader regional meeting including Moscow, Washington and several [European countries is set](https://www.financedigest.com/european-shares-set-for-weekly-gain-on-u-s-inflation-outlook.html "European shares set for weekly gain on U.S. inflation outlook") for Jan. 13, the spokesperson added.

Moscow, which has unnerved the [West with a troop buildup near Ukraine](https://www.financedigest.com/putin-says-peace-talks-with-ukraine-are-at-dead-end-goads-the-west.html "Putin says peace talks with Ukraine are at dead end, goads the West"), put forth a wish list of security proposals it wants to negotiate, including a promise that the North Atlantic Treaty Organization (NATO) would give up any military activity in Eastern Europe and Ukraine.

When we sit down to talk, [Russia can put](https://www.financedigest.com/russia-puts-iranian-satellite-into-orbit.html "Russia puts Iranian satellite into orbit") its concerns on the table, and we will put our concerns on the table with Russia’s activities as well,” said the spokesperson for the White House’s National Security Council, who declined to be named and said no decisions would be made about Ukraine without Ukraine.

“There will be areas where we can make progress, and areas where we will disagree. That’s what diplomacy is about.”

U.S. President Joe Biden on Monday signed into law a massive spending bill that, among other things, will [provide $300 million for an initiative supporting](https://www.financedigest.com/keysource-to-provide-critical-facilitiesmanagement-support-for-leeds-city-council.html "KEYSOURCE TO PROVIDE CRITICAL FACILITIESMANAGEMENT SUPPORT FOR LEEDS CITY COUNCIL") Ukraine’s armed forces and billions more for European defense broadly.

The U.S. administration, which thinks [Russian President Vladimir Putin is considering](https://www.financedigest.com/pizza-firm-dp-eurasia-considers-divestment-of-russian-business.html "Pizza firm DP Eurasia considers divestment of Russian business") an invasion of the ex-Soviet neighbor Ukraine, has promised swift and brutal sanctions in the case of such an incursion. Russia denies such intentions.

Russian officials had previously confirmed that they intended to participate in January security [talks with the United States and that they were considering](https://www.financedigest.com/finnish-centre-right-eyes-coalition-talks-as-defeated-marin-considers-future.html "Finnish centre-right eyes coalition talks as defeated Marin considers future") joining the Jan. 12 NATO talks.
