# Russia unleashes rockets after Mariupol ceasefire, EU eyes oil sanctions

ZAPORIZHZHIA, Ukraine (Reuters) -Russia launched an assault on the encircled Azovstal steel works in Mariupol, Ukraine’s last redoubt in the port city, after a ceasefire broke down on Tuesday with some 200 civilians trapped underground despite a U.N.-brokered evacuation.

Russian rockets pounded other parts of eastern and southern [Ukraine and targeted dumps of advanced Western](https://www.financedigest.com/analysis-russian-gold-removed-from-some-western-funds-after-ukraine.html "Analysis-Russian gold removed from some Western funds after Ukraine") military hardware, and Britain said Ukraine’s Western-backed government would defeat Russia’s invasion and secure its freedom.

Russia has [turned its fire power on Ukraine’s east and south](https://www.financedigest.com/setsquared-helps-turn-basingstoke-into-the-souths-next-tech-and-innovation-hub.html "SETsquared helps turn Basingstoke into the South’s next tech and innovation hub") after failing to take the capital of Kyiv in March. The offensive has been met with commitments by Western powers for tougher sanctions as well as [supplies of heavier weapons to Ukraine](https://www.financedigest.com/south-korea-has-not-supplied-lethal-weapons-to-ukraine-president-says.html "South Korea has not supplied lethal weapons to Ukraine, president says"), including air defence systems and long-range artillery.

On Tuesday, the [European Commission is expected to finalise a ban on buying](https://www.financedigest.com/european-food-delivery-shapes-up-with-getirs-gorillas-buy.html "European food delivery shapes up with Getir’s Gorillas buy") Russian oil in an effort to squeeze Moscow’s war chest. The U.S. Congress is [considering a $33 billion military aid package](https://www.financedigest.com/4-questions-to-consider-before-embarking-on-a-contract-packaging-expansion.html "4 questions to consider before embarking on a contract packaging expansion"), and the United Kingdom this week vowed an additional $375 million in defence assistance.

This is Ukraine’s finest hour, that will be remembered and recounted for generations to come,” British Prime Minister Boris Johnson said in an address to Ukraine’s parliament via videolink, echoing the words spoken by Churchill in 1940 when [Britain faced](https://www.financedigest.com/britain-facing-tomatoes-shortage-after-overseas-harvests-disrupted.html "Britain facing tomatoes shortage after overseas harvests disrupted") the threat of being invaded and defeated by Nazi Germany.

Russian forces tried to storm Azovstal on Tuesday, the head of Mariupol’s patrol [police told Ukrainian media](https://www.financedigest.com/saudi-snitching-app-turns-citizens-into-social-media-police.html "Saudi snitching app turns citizens into social media police"). The attack began after Russian aircraft bombed the site overnight, a deputy commander of the Azov regiment in the steel works told Ukraine’s Pravda news outlet.

[Russia’s defence ministry said Ukrainian forces had used a ceasefire to establish new firing positions](https://www.financedigest.com/pimco-cut-big-position-in-russia-cds-by-adding-bonds-in-q2.html "PIMCO cut big position in Russia CDS by adding bonds in Q2"), and that Russia-backed forces were now “beginning to destroy” those positions.

Further along the Black Sea coast, high-precision missiles struck an airfield near the port of Odesa where drones and ammunition supplied to [Ukraine by the United States and European](https://www.financedigest.com/kyiv-symphonys-european-tour-marks-cultural-front-in-ukraine-crisis.html "Kyiv Symphony’s European tour marks ‘cultural front’ in Ukraine crisis") allies were stored, according to Russia’s defence ministry. Ukraine confirmed a rocket strike in Odesa.

The [war launched by Russian](https://www.financedigest.com/ukraine-grants-citizenship-to-top-russian-journalist-who-denounced-war.html "Ukraine grants citizenship to top Russian journalist who denounced war") President Vladimir Putin on Feb. 24 is also heavily focused on the eastern provinces of Donetsk and Luhansk, parts of which were already held by Russian-backed separatists.

Russia’s troops are trying to encircle a large Ukrainian force there, attacking from three directions with massive bombardment along the front.

[Pope Francis](https://www.financedigest.com/pope-francis-says-hes-deeply-saddened-over-death-of-queen-elizabeth.html "Pope Francis says he’s deeply saddened over death of Queen Elizabeth") said in an interview published on Tuesday that he had asked for a meeting in Moscow with Putin to try to stop the war but had not received a response. [French President Emmanuel Macron](https://www.financedigest.com/macron-le-pen-clash-over-cost-of-living-in-french-election-debate.html "Macron, Le Pen clash over cost of living in French election debate") will speak with Putin on Tuesday, Macron’s office said.

German Chancellor Olaf Scholz said Putin’s policies were imperialistic, and that he would support [Finland and Sweden if they decided to join NATO](https://www.financedigest.com/finland-will-join-nato-on-tuesday-stoltenberg.html "Finland will join NATO on Tuesday – Stoltenberg").

No-one can assume that the Russian president and government will not on other occasions break [international law](https://www.financedigest.com/international-law-firm-calls-in-viato-connect-uk-and-us-offices.html "INTERNATIONAL LAW FIRM CALLS IN VIATO CONNECT UK AND US OFFICES") with violence,” Scholz said.

Russian bombardments since troops invaded Ukraine on Feb. 24 have flattened cities, killed thousands of civilians and forced more than five million to flee the country.

MARIUPOL

Reuters images showed volleys of rockets fired from a [Russian truck-mounted launcher towards](https://www.financedigest.com/russian-rouble-firms-towards-60-vs-dollar-stocks-up.html "Russian rouble firms towards 60 vs dollar, stocks up") Azovstal, a sprawling Soviet-era steel works, on Monday.

The fighting followed a ceasefire around the complex that allowed several groups of [civilians to escape Mariupol’s last holdout of Ukrainian fighters](https://www.financedigest.com/ukraine-says-first-civilians-killed-in-lviv-fighters-cling-on-in-mariupol.html "Ukraine says first civilians killed in Lviv, fighters cling on in Mariupol") in recent days.

Mariupol mayor Vadym Boychenko said he hoped a first column of evacuees would reach the Ukrainian-controlled city of Zaporizhzhia on Tuesday, adding that more civilians were trapped in bunkers and tunnels under the complex and some 100,000 remained in the rest of the city.

“You wake up in the morning and you cry. You cry in the evening. I don’t know where to go at all,” said Mariupol resident Tatyana Bushlanova, sitting by a blackened apartment block and talking over the sound of shells exploding nearby.

Mariupol is a major target for Russia as it [seeks to cut Ukraine off from the sea](https://www.financedigest.com/risking-death-at-sea-rohingya-muslims-seek-safety-in-indonesia.html "Risking death at sea, Rohingya Muslims seek safety in Indonesia") and connect the Russian-controlled territory in the south and east.

EU [SET TO SHUN RUSSIAN OIL](https://www.financedigest.com/oil-set-to-end-turbulent-2022-modestly-higher.html "Oil set to end turbulent 2022 modestly higher")

In Brussels, the European Commission is expected to finalise a proposed sixth package of EU sanctions against Russia on Tuesday, [including a possible embargo on buying Russian oil](https://www.financedigest.com/ing-toughens-oil-and-gas-policy-to-include-trade-finance-midstream.html "ING toughens oil and gas policy to include trade finance, midstream"). In a major shift, Germany said it was prepared to [back an immediate oil](https://www.financedigest.com/oil-prices-edge-down-recession-fears-back-in-focus.html "Oil prices edge down, recession fears back in focus") embargo.

Kyiv says Russia’s energy [exports to Europe](https://www.financedigest.com/u-s-oil-exports-to-europe-hit-record-in-march-on-steep-discounts.html "U.S. oil exports to Europe hit record in March on steep discounts"), so far largely exempt from international sanctions, are funding the Kremlin war effort.

This package should include clear steps to block Russia’s [revenues from energy resources,” Zelenskiy said in his nightly video](https://www.financedigest.com/ubisoft-shares-slump-20-after-french-video-game-maker-warns-on-revenue.html "Ubisoft shares slump 20% after French video game maker warns on revenue") address.

EU countries have paid more than 47 billion euros ($47.43 billion) to [Russia for gas and oil](https://www.financedigest.com/oil-markets-steady-as-investors-weigh-banking-crisis-russia.html "Oil markets steady as investors weigh banking crisis, Russia") since it invaded Ukraine, according to research organisation the Centre for Research on Energy and Clean Air.

Ambassadors from EU countries will [discuss the proposed sanctions when they meet](https://www.financedigest.com/new-zealand-pm-meets-biden-to-discuss-u-s-indo-pacific-strategy.html "New Zealand PM meets Biden to discuss U.S. Indo-Pacific strategy") on Wednesday. Putin responded with a decree to allow retaliatory economic sanctions against “unfriendly” foreign states on Tuesday.

TRAIL OF DESTRUCTION

Ukraine’s [second biggest city](https://www.financedigest.com/uk-second-cities-going-for-gold.html "UK second cities going for gold"), Kharkiv, was under bombardment, as it has been since the early days of the invasion, the Ukrainian military said on Tuesday.

Giving an update on the battle front, [Ukraine’s general staff said its forces were defending](https://www.financedigest.com/fighting-traps-civilians-in-ukraine-plant-as-putin-urges-defenders-to-disarm.html "Fighting traps civilians in Ukraine plant as Putin urges defenders to disarm") the approach to Kharkiv from Izyum, a town on the Donets river, some 120 km (75 miles) to the southeast, as Russian forces left a trail of destruction in Luhansk province.

Some other areas of Donetsk were under constant fire and regional authorities were trying to evacuate civilians from frontline areas, the Ukrainian president’s office said.

Russian shelling killed at least nine civilians in Donetsk on Tuesday, the regional governor said. Ukraine’s [military said Russian forces](https://www.financedigest.com/forces-compare-launches-to-protect-the-military-from-being-overcharged.html "Forces Compare Launches to Protect The Military From Being Overcharged") were trying to take the frontline town of Rubizhne.
