# Reckitt expects U.S. infant formula shortage until spring

LONDON (Reuters) -The near year-long infant formula shortage in the United States that prompted the intervention of the White House is likely to “persist” until spring, according to Reckitt Benckiser, the maker of what is now the biggest brand in the market, Enfamil. Panicked parents had earlier this year emptied the baby formula aisles at supermarkets after former top U.S. manufacturer Abbott Laboratories in February recalled dozens of types of its Similac, Alimentum and EleCare formulas.

The products, made at a plant in Michigan, were pulled after complaints of bacterial infections. Supermarkets like Target and Walgreens Boots Alliance were forced to limit sales, putting pressure on the Biden administration to address the crisis.

The White House in May took steps to [address the shortage](https://www.financedigest.com/exclusive-danone-ramps-up-u-s-baby-formula-shipments-to-address-shortage.html "Exclusive-Danone ramps up U.S. baby formula shipments to address shortage"), invoking the Defense Production Act to help manufacturers obtain the ingredients needed to ramp up supply.

[Supplies are yet to return](https://www.financedigest.com/uks-j-d-wetherspoon-returns-to-profit-as-supply-issues-ease.html "UK’s J D Wetherspoon returns to profit as supply issues ease") to normal since the peak of the crisis in May and June, despite the U.S. making progress in replenishing [stocks](https://www.financedigest.com/mutual-funds-vs-stocks-which-is-better.html "stocks"), said Robert Cleveland, Reckitt senior vice president of North America and Europe Nutrition.

“I suspect that will persist to some degree until the spring resets,” he said. The situation was improving, he said however. “There is much more volume on shelves than a few months ago, and enough to feed America’s babies.”

New brands have [increased formula supply this year](https://www.financedigest.com/food-fiber-market-to-exhibit-increased-demand-in-the-coming-years.html "Food Fiber Market to Exhibit Increased Demand in the Coming Years"), with multiple foreign brands available on shelves and online, including Danone’s Aptamil and Bellamy’s Organic, a White House official said.

We are in close touch with top retailers who continue to have supplies of formula on hand, but may still lack all the sizes and varieties they once carried,” the official said, adding that [industry data](https://www.financedigest.com/how-occupancy-data-can-support-the-banking-industry-in-challenging-times.html "How occupancy data can support the banking industry in challenging times") shows U.S. formula production so far this [year has outpaced 2021 levels](https://www.financedigest.com/glastons-interim-report-1-january-31-march-2018-orders-received-grew-23-comparable-operating-profit-at-previous-years-level.html "Glaston’s Interim Report 1 January – 31 March 2018: Orders received grew 23%, comparable operating profit at previous year’s level").

According to [data firm](https://www.financedigest.com/dollar-firms-after-u-s-labor-data-suggests-more-rate-hikes.html "Dollar firms after U.S. labor data suggests more rate hikes") IRI, in-stock rates at U.S. [stores have continued to improve](https://www.financedigest.com/five-reasons-you-need-a-store-locator-and-how-it-can-improve-sales.html "Five reasons you need a store locator and how it can improve sales") and are close to pre-recall levels at 86% now versus 88–90% prior to the recall.

Rival manufacturers Perrigo [Company Plc and Danone declined](https://www.financedigest.com/around-40-of-german-companies-expect-output-decline-in-2023-iw-institute.html "Around 40% of German companies expect output decline in 2023 – IW institute") to comment.

Since the Abbott recall, Reckitt’s share of the [infant formula market](https://www.financedigest.com/lactoferrin-market-to-exceed-us-711-9-million-by-2033-amid-rising-applications-in-clinical-nutrition-and-infant-formulas-future-market-insights-inc.html "Lactoferrin Market to Exceed US$ 711.9 Million by 2033 Amid Rising Applications in Clinical Nutrition and Infant Formulas | Future Market Insights Inc. ") has skyrocketed, making it the No.1 supplier in the United States.

The British company has yet to see its newfound popularity recede, with Cleveland [saying its just over 50% market share has “remained relatively unchanged” since earlier this year](https://www.financedigest.com/uk-to-avoid-recession-this-year-but-outlook-still-weak-bcc-says.html "UK to avoid recession this year but outlook still weak, BCC says").

Its position has been further boosted by the [United States saying](https://www.financedigest.com/offshore-crews-to-strike-on-bps-north-sea-installations-says-unite.html "Offshore crews to strike on BP’s North Sea installations, says Unite") it will temporarily cover the cost of baby formula for low-income families dependent on government discounts in states contracted with the company.

[Companies normally bid for state contracts](https://www.financedigest.com/incentive-fm-group-wins-contract-with-global-events-company.html "Incentive Fm Group Wins Contract With Global Events Company") to be the sole provider of baby formula for low-income families under the Women, Infants and Children (WIC) programme. In their bids, they [offer a “rebate” in the form of discounts](https://www.financedigest.com/discount-dining-clubs-tastecard-and-gourmet-society-grow-their-offering-as-chimichanga-and-spaghetti-house-both-sign-up.html "Discount dining clubs tastecard and Gourmet Society grow their offering as Chimichanga and Spaghetti House both sign up") to the states.

The government’s intervention, [aimed at incentivising firms](https://www.financedigest.com/varo-energy-buys-80-of-dutch-biogas-firm-aims-to-double-capacity-by-2026.html "Varo Energy buys 80% of Dutch biogas firm; aims to double capacity by 2026") to boost supplies, effectively covers that rebate.

Reckitt has said its formula factories are operating 24/7, and that it was feeding more than 40% of all low-income WIC infants.
